Why Building Control is Required for Roof Coverings

Building Control ensures that every part of your home, including the roof meets strict national standards. For re-roofing projects, it helps confirm that the replacement materials and methods comply with Parts B, C, and L of the Building Regulations:

Part B – Fire Safety

Roof coverings must have adequate fire resistance. This includes the surface spread of flame rating (AA, AB, AC, etc.) and the suitability of materials used near boundaries.

Part C – Resistance to Moisture

Proper detailing of membranes, flashings, and ventilation is essential to prevent water ingress, interstitial condensation, or rot. Building Control checks that your re-roof maintains moisture resistance.

Part L – Conservation of Fuel and Power

If you replace more than 25% of the roof area, you are required to upgrade the insulation to meet current thermal efficiency standards (U-value ≤ 0.18 W/m²K for pitched roofs). This means your re-roof must include sufficient insulation thickness and vapour control layers in accordance with the latest regulations.

1. Initial Assessment and Survey

Before works begin, we complete a thorough inspection of your roof covering and underlay system. During this stage we:

  • Identify whether your project meets the threshold for Building Control.
  • Inspect ventilation paths, insulation, felt condition, and batten layout.
  • Provide advice on upgrading insulation to meet Part L standards.

If Building Control is required for your roofing work, we’ll confirm this within our quote. This can be found under a line item called Building Control.

2. Submitting the Building Control Application

At Rose Roofing we handle the entire notification process for you so you don’t have to worry.

  • We will firstly identify your local Building Control.
  • We will complete your application on your behalf, disclosing the work planned.
  • A payment for the application we be made by ourselves on you behalf. (This cost will be covered within the quote we have provided you).
  • A Building Control visit will be booked within the first two days of ROSE ROOFING commencing the work to initiate the commencement.
3. Carrying Out the Roof Works

Our roofing specialists then complete your re-roof in strict accordance with manufacturer standards and Building Regulations. This includes:

  • Removal of the old covering and defective felt/battens.
  • Installation of breathable membrane and treated battens.
  • Replacement or addition of eaves trays, dry ridge and verge systems.
  • Insulation upgrades as required under Part L.
  • Installation of the new tile or slate covering using correct fixings and gauge spacing.
  • Integration of ventilation details at eaves and ridge level.

Throughout, Rose Roofing documents photographs and site notes ready for inspection.

4. Inspections by Building Control

Building Control officers may visit at key points, such as:

  • Pre-covering inspection – to check insulation, underlay and ventilation before tiling.
  • Final inspection – to ensure compliance with materials and workmanship.

We liaise directly with inspectors, provide access and supply any technical data sheets they request. If any small amendments are required, we action them immediately to prevent delays in certification.

5. Completion and Certification

When the re-roof passes inspection, Building Control will issue a Completion Certificate, confirming that your local authority has officially signed off the works as compliant with current Building Regulations.

This certificate is a very important document and should be kept safe for future reference. It acts as proof that your roof covering was inspected, approved, and fully meets the required standards.

This will act as a permanent compliance record and can be essential if you decide to sell, remortgage, or make an insurance claim in the future.

However, please be aware that any incorrect or incomplete applications, or failure to arrange the required inspections at the correct stages, can result in delays, additional costs, or the need for further remedial works.
